1. Is a cookie banner required?
Not for the visitor measurement currently used. Cloudflare Web Analytics works without cookies or local browser storage and does not track individual visitors. The website uses no advertising tracking.
If analytics, advertising or other non-essential technologies that require consent are added later, they must remain blocked until you have made a valid choice.
2. Necessary security cookie
